Your laptop may not have a Bluetooth chip installed.
Please go to Start/Control Panel/Network adapters and see if there is a Bluetooth chip installed.
If there is a Bluetooth device there, you may have to install the chipmaker's drivers and the Windows Bluetooth interface. Please consult your laptop maker's website for drivers and set up instructions.
If there is no Bluetooth device installed on the computer, you can purchase a USB Bluetooth adapter that will plug in to a free USB port and give full Bluetooth capability to your laptop.
Here is a link showing a few such USB Bluetooth adapters.
